Expected Pay Scale in 7th Pay Commission for Pay Scale 9300-38400, 10000-35000 and 15600-39100 for Maharashtra State

Central Government well established 7th Pay Commission w.e.f. 01st January, 2016.  Now a days, Maharashtra State Government has been established 7th Pay Committee whose report expected upto December End as the Central Government 7th Pay commission Report.

We well known about that, the Central Government had implemented 7th Pay Commission to their employee w.e.f. 01.01.2016 and assure them to pay salary as per 7th Pay for the month of August 2016 which is payable in the month of September 2016.  The balance arrears will be paid during the same financial year.

Thus, as per the 7th pay Commission report of Central Government Maharashtra State Government all Employees are expected to pay as the same.  Therefore, we develops Expected 7th Pay Calculator for Maharashtra State all Employee.

Expected 7th Pay Fitment Table for Pay Scale Rs. 9300-34800 & Rs. 5500-7600 for Maharashtra State Employee.

The pay matrix comprises two dimensions. It has a “horizontal range” in which each level corresponds to a ‘functional role in the hierarchy’ and has been assigned the numbers. The “vertical range” for each level denotes ‘pay progression’ within that level. These indicate the steps of annual financial progression of three percent within each level. The starting point of the matrix is the minimum pay which has been arrived based on 15th ILC norms or the Aykroyd formula. This has already been explained in Chapter.

On recruitment, an employee joins at a particular level and progresses within the level as per the vertical range. The movement is usually on an annual basis, based on annual increments till the time of their next promotion.

When the employee receives a promotion or a non-functional financial upgrade, he/she progresses one level ahead on the horizontal range.

Expected Pay Fixation in the New Pay Structure i.e. 7th Pay Commission for Maharashtra State Employees

The fitment of each employee in the new pay matrix is proposed to be done by multiplying his/her basic pay on the date of implementation by a factor of 2.57. The figure so arrived at is to be located in the new pay matrix, in the level that corresponds to the employee’s grade pay on the date of implementation, except in cases where the Commission has recommended a change in the existing grade pay. If the identical figure is not available in the given level, the next higher figure closest to it would be the new pay of the concerned employee. A couple of examples are detailed below to make the process amply clear.

The pay in the new pay matrix is to be fixed in the following manner:
Step 1: Identify Basic Pay (Pay in the pay band plus Grade Pay) drawn by an employee as on the date of implementation. This figure is ‘A’.

Step 2: Multiply ‘A’ with 2.57, round-off to the nearest rupee, and obtain result ‘B’.

Step 3: The figure so arrived at, i.e., ‘B’ or the next higher figure closest to it in the Level assigned to his/her grade pay, will be the new pay in the new pay matrix. In case the value of ‘B’ is less than the starting pay of the Level, then the pay will be equal to the starting pay of that level.

Expected Pay Fixation Table for Pay Scale of 5020-20200 for Maharashtra State Employee

The Commission notes that certain inherent contradictions prevail. The first relates to the Common Grade Level Examination (CGLE) through which selections are carried out by the SSC for a range of positions, at varying levels of grade pay. No doubt the examination process is a graded one, with applicants for certain positions having to undergo two written examinations as well as an interview and for certain other positions only two written examinations. But in the case of Assistants for CSS and Assistants for certain other organisations, the examination process is common although the grade pay for the two sets are different. This then brings about a situation where those with lower grade pay continuously demand parity with the others while those with higher grade pay seek to set themselves apart. The categorical observations of the VI CPC that the time had come to grant parity between similarly placed personnel employed in the field offices and in the Secretariat are echoed by this Commission, which sees merit in placing all Assistants recruited through the CGLE, whether working in the field offices or in headquarters, at the same level.

The Commission accordingly strongly recommends parity in pay between the field staff and headquarter staff up to the rank of Assistants on two grounds- firstly the field staff are recruited through the same examination and they follow the same rigour as the Assistants of CSS and secondly there is no difference in the nature of functions discharged by both. Therefore to bring in parity as envisaged by the VI CPC, this Commission recommends bringing the level of Assistants of CSS at par with those in the field offices who are presently drawing GP 4200. Accordingly, in the new pay matrix the Assistants of both Headquarters as well as field will come to lie in Level 6 in the pay matrix corresponding to pre revised GP 4200 and pay fixed accordingly. Similarly the corresponding posts in the Stenographers cadre will also follow similar pay parity between field and headquarter staff. The pay of those Assistants/Stenographer who have in the past, been given higher Grade pay would be protected.

Expected 7th Pay New Pay Structure for Pay Scale 4440-7740 for Maharashtra State All Employee.

New Pay Structure

Although the VI CPC had mentioned that grade pay would be equivalent to 40 percent of the maximum of the pre-revised scale and that the grade pay will constitute the actual fitment, yet the computation varied greatly. After the implementation of recommendations, the difference became more pronounced in Pay Band 4 as compared to the other three pay bands. This resulted in varying fitment factors for various levels and promotional benefits that were perceived to be rather differentiated. The same pattern was discernible in the pension fixation too.

After analysing the issues brought out by various stakeholders, this Commission is suggesting a new pay model that is expected to not only address the existing problems but will also establish a rationalised system which is transparent and simple to use.

To begin with, the system of Pay Bands and Grade Pay has been dispensed with and the new functional levels being proposed have been arrived at by merging the grade pay with the pay in the pay band. All of the existing levels have been subsumed in the new structure; no new level has been introduced nor has any existing level been dispensed with.

The pay structures in vogue, by way of pay scales or pay bands, indicate the definite boundaries within which the pay of an individual could lie. It is however difficult to ascertain the exact pay of an individual at any given point of time. Further, the way the pay progression would fan out over a period of time was also not evident. Since various cadres are designed differently the relative pay progression also varies. The Commission believes that any new entrant to a service would wish to be able to make a reasonable and informed assessment of how his/her career path would traverse and how the emoluments will progress alongside. The new pay structure has been devised in the form of a pay matrix to provide complete transparency regarding pay progression.

HRA hikes upto 157 percent in July Salary of 7th Pay Commission - Government

7th Pay Commission: HRA increases up to 157 percent for central govt employees in July salary

This is expected to benefit 7.5 lakh central government employees working in low-ranking jobs.

Central government employees are set to see a hike in their salaries after the Union Cabinet last week approved the reformed allowance structure under Seventh Central Pay Commission. This will happen despite House Rent Allowance (HRA) rates being lowered under the pay panel.

The pay panel led by Justice AK Mathur had recommended HRA to be paid at 24 per cent, 16 per cent and 8 per cent of the basic pay for X, Y, and Z cities, as opposed to 30 per cent, 20 per cent and 10 per cent for the same, as stipulated by the preceding Pay Commission. Considering the recent inflation trends, these rates will be raised to 27 per cent, 18 per cent and 9 per cent when Dearness Allowance (DA) crosses 25 per cent. It will be hiked again to 30 per cent, 20 per cent and 10 per cent when the DA goes over 50 per cent.

Considering how the lowered HRA rates will be bothersome for employees in the lower salary brackets, the amount to be paid under HRA will never be lower than Rs 5,400, Rs 3,600 and Rs 1,800 for X, Y, and Z cities respectively. These numbers were reached by calculating HRA at 30 per cent, 20 per cent and 10 per cent of the minimum basic pay, which is Rs 18,000.

For a Class X city, HRA at 30 per cent of the previous basic pay, that was Rs 7,000, added Rs 2,100 to the pay check. On the other hand, HRA under 7th Pay Commission in a similar city will not go under Rs 5,400. This amounts to a 157 per cent increase in HRA awards than what was being paid earlier. This is expected to benefit 7.5 lakh central government employees working Level 1-3 jobs.

For higher positions, Cabinet Secretary and corresponding officials posted in Class X will be paid Rs 60,000 as HRA, against Rs 27,000 paid earlier, after their basic pay goes up to 2.5 lakhs on recommendations of 7th Pay Commission. This will be a 122 per cent hike.

The changes in allowances will be apparent in July salaries of central government employees after the Cabinet decision approving them is notified in the Official Gazette. The government is planning to do this within this week so that the employees can get the benefits from July itself.

The Cabinet approved the pay and pension recommendations under 7th Pay Commission back in August, 2016 but held back its decision on allowances. The reason behind this was the extensive changes recommended by the pay panel and dissent of central government employees over many of these changes.

Apart from the decline in HRA, the 7th Pay Commission had also suggested 52 allowances to be scraped and 36 other to be subsumed with other allowances. The Cabinet retained 12 allowances out of the ones recommended for abolition. Three of the allowances meant to be subsumed will also be maintained as separate entities due to their unique nature.

The Cabinet formed a Committee on Allowances under Finance Secretary Ashok Lavas who submitted his report in April this year. The report was then sent to Empowered Committee of Secretaries (E-CoS) for review and to consolidate recommendations by Lavasa Committee into proposals for the Cabinet.

Once through with it, the Empowered Committee handed over its proposals to Finance Minister Arun Jaitley on June 1. These proposals were presented and approved before the Cabinet on June 28.

Dated:18th January 2017

OFFICE MEMORANDUM

Sub: Seventh Central Pay Commission’s recommendations — revision of pay scales — amendment of Service Rules/Recruitment Rules.

The undersigned is directed to refer to this Department’s OM of even number dated 9th August, 2016 regarding amendment of Service Rules/Recruitment Rules by replacing the existing Pay Band and Grade Pay with the corresponding Level in the Pay Matrix in the revised pay structure recommended by the Seventh CPC and notified in the CCS(Revised Pay) Rules, 2016.

2. Subsequently, this Department held meetings in October/November, 2016 with the administrative Ministries/Departments to review the progress in the implementation of the OM. An important suggestion made in the meetings was with respect to facilitating the process of consultation with the Legislative Department for drafting notification for amendment of RRs in accordance with OM dated 9th August, 2016 and its Hindi translation so as to expedite the issue of notification. In this regard, this Department in consultation with Legislative Department has prepared a model notification in English and Hindi for use of the Administrative Ministries/Departments. These are annexed at Annexure I and Annexure II.

3. Another issue which came up in the meeting is with respect to retention of standard Note under Co1.11 incorporated in the Schedule of the RRs regarding the regulation of service rendered prior to implementation of 6 thCPC, in those cases where the issue of upgradation/merger of the posts were involved. The relevant Note reads as follows:

“Note: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1.1.2006/the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Commission. ”  and/or

“Note: For purposes of appointment on deputation/ absorption basis, the service rendered on a regular basis by an officer prior to 1.1.2006/the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement grade without any upgradation.”

4. After the implementation of 7 th CPC, there are only a few cases of merger/upgradation of pay scale. It has been decided in consultation with UPSC that in cases where merger/ upgradation of pay are not involved in the recommendations of the 7 thCPC, the Note as referred above is not to be prescribed in the RRs/SRs. The guidelines in this regard have also been separately issued. The model notification includes a provision for deletion of the Note.

5. The Ministries/Departments are requested to finalise draft notification for amendment of the SRs/RRs in line with the model notification and thereafter, refer the same to the Legislative Department for vetting. The Legislative Department may dispose of references received from the Ministries/Departments within two weeks. Any amendment which is beyond the scope of the model rules will be finalized in usual process i.e. consultation with DoPT, UPSC and Legislative Department.

6. This Department is monitoring the implementation of the OM dated 09.08.2016. All Ministries / Departments are therefore requested to furnish information as per Annexure-III at the earliest.

All Allowances will paid to CG Employees from January-2017 by the Government - 7th CPC

Central government employees will get higher allowances under the 7th Pay Commission recommendations with their January salary, said Finance Ministry sources. The government is planning to pay high allowances under the 7th Pay Commission recommendations from January 2017, however no final decision has been taken over arrears. The demonetisation drive that has led to a massive cash shortage has also delayed the payment of higher allowance under the 7th Pay Commission recommendations. The government hopes that situation will return to normal after December 30 and it will be able to pay higher allowances to its 4.8 million employees.

According to a report of the Sen Times, the Finance Ministry has confirmed that central government employees’ salaries for January will be in line with the higher allowances. The cabinet will take the final call over the payment of arrears, said the report. The central government employees have been waiting for fatter allowance since July when the notification for the implementation of the 7th Pay Commission recommendations was issued. While the Centre is planning to pay higher allowances with retrospective effect from August 2016, central government employees’ unions have demanded for implementation of the allowances with retrospective effect from January 2016.

“This depends on the cabinet. If the cabinet gives the nod higher allowances with retrospective effect from August 2016, the arrears will be paid,” a Finance Ministry source was quoted as saying. “The government faces severe attack for cash crunch because of demonetisation. But the situation will return to normalcy after the deadline of December 30 for deposit of invalid Rs 500 and Rs 1,000 notes,” he added.

The 7th pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances, which was opposed by the central government employees’ unions. Union Finance Minister Arun Jaitley formed the ‘Committee on Allowances’ on July 22 for examination of the recommendations of 7th Pay Commission on allowances other than dearness allowance. The committee is ready with its report and will soon submit to the Finance Ministry. Earlier we reported that the government has decided to stick to the recommendations of the 7th Pay Commission on basic pay and there will no no hike in basic pay or fatter allowances.

July-2016 - Dearness Allowance of 7th Pay not announced yet?

As you Know Central Government implemented 7th Pay to near about all Central Government Employee from July, 2016 with arrears w.e.f. 01-01-2016.  But on the contrary all the Central Government Employees shocked why there is so much delay in announcing the Dearness Allow. from July 2016 because 3 months passed today but the first installment of Dearness Allowance in 7th CPC yet not declared.

As per calculation of Dearness Allow. formula Whether it is 3% or 2%. We all well known that Dearness Allowance announcement should be made in time. The morale of the employee should not be let down. Because low morale can lead to poor cooperation, low productivity.

Already the fate of the Allowances is not known. To Everyone’s Surprise, the Government is not ready to say anything about Dearness Allowance, as there is none to ask them about why the DA has not been announced. If the Federation know the reason for the delay of announcing the DA from July 2016, they bound to tell the CG Staffs the reason behind the inordinate delay.

In this matter all the Federation and Unions are in silence mode about Dearness Allowance of July-2016 of 7th Pay.  This issue is not understandable. The way the present Government deal with the issues related to central government Employees is unacceptable. But it seems that the Staff Associations lost its vigour to fight with the Government to settle the genuine issues pertaining to Central Government Employees.

7th Pay Salary Basic Pay Calculations - Simple & Easy Method.

As per Office Memorandum of Government regarding 7th Pay Commission implementation, the salary for the month August, 2016 paid in the month of September, 2016 to CG Employee by 7th Pay Commission. Therefore, as per report of 7th Pay Commission some Easy and Simple method are as follows:

How to calculate for Pay fixation from 6th Pay to 7th Pay in new Pay Scale ?

We here illustrate the easy and simple method through 6 Steps to calculate our 7th CPC New Pay and Allowances to know your self.

If X currently drawing Grade Pay Rs. 4200 and his Pay in the Band Pay Rs. 10890 as on 01.01.2016. To calculate your Basic Pay and Allowance follow the steps given below.

Step-I
Calculate your sixth CPC basic Pay
(Grade Pay + Band Pay) = 4200 + 10890 = 15090.00

Step-II
Multiply the above figure with 7th CPC Fitment Formula 2.57
15090 x 2.57 = 38781.30
(Paisa to be rounded off to the nearest Rupee)
The Ans. is = Rs.38781

Step-III
Match this Answer with Matrix Table (Given Below) Figures assigned in Grade Pay column Rs.4200

There is no matching figure we arrived above in this matrix, so the closest higher figure assigned in the Grade Pay column can be chosen ie is Rs. 39900

So your New 7th CPC Basic Pay is Rs. 39900.

Step-IV
Identify your HRA [See : 7th Pay commission recommendation on HRA]

HRA has been revised as 24%, 16% and 8% for 30% , 20% and 10% respectively
So if you are in 30% HRA Bracket, your HRA in 7th CPC is 24% viz.

If you are taking HRA in Slab 30%, your revised HRA is 24%.

Find the 24% of the Basic Pay = 39900 x 24/100 = 9576

Your new HRA is Rs. 9576

Step-V
Identify your TPTA (Transport Allowance)

7th CPC Recommends Transport Allowance for three Category of Employees for Two Types of Places

If you are living in A1 and A classified cities, the T.A. as per below chart :

Grade Pay 1800 to 1900   - Rs. 1350 + DA
Grade Pay 2000 to 4800   - Rs. 3600 + DA
Grade Pay 5400 and above - Rs. 7200 + DA

If you are living other than A1 and A Classified Cites, the T.A. as per blow chart :
Grade Pay 1800 to 1900   - Rs. 900 + DA
Grade Pay 2000 to 4800   - Rs. 1800 + DA
Grade Pay 5400 and above - Rs. 3600 + DA

And since your Grade Pay is 4200 you fall in Second category

i.e. Grade Pay 2000 to 4800 – Rs 3600 + DA
Your TPTA is Rs. 3600/- + (D.A. is Nil as on 1.1.2016)
Step-VI
(Sine DA will be Zero from 1.1.2016 So no need to calculate the DA to calculate 7th Pay and Allowances from 1.1.2016)

Count your Gross Salary as on 01-01-2016

New Basic Pay + HRA+TPTA = 39900+9576+3600 = 53076

Your revised 7th CPC Grass pay as on 1.1.2016  =  Rs.53076

Expected D.A. from July-2016 in 7th Pay Commission will 2% and D.A. Calculation Formula.

DA calculator for Expected DA from July 2016 in Sixth and 7th Pay Commission
There are three main factors which determine the increase in percentage of DA in every pay Commission

1.DA calculation Formula
2.AICPIN for Industrial Workers
3. Base Average Index

1. Formula for DA calculation

12 Months AICPIN Average - Base Average Index
--------------------------------------------- X 100 = (D.A.) Percentage of Increase
            Base Average Index

2. AICPIN for Industrial Workers

The Consumer Price Index for Industrial Workers (CPI-IW) is an important statistical/economic indicator. It was first introduced on scientific lines with base 1960=100 which was based on the results of Family Living Survey conducted in 1958-59 at 50 industrially important centres. The series was then, updated on base 1982=100 and a revision in 1999-2000 has further updated the base on 2001=100. The current series of CPI-IW with base year 2001=100 covers 78 industrially important centers spread across the country
3. Base Average Index

After neutralization of DA to revise the Pay and Allowance in Every Pay Commission, the Base Average Index will be modified taking into the account of 12 Months AICPIN points of previous year to neutralization of DA

1. From 1996 onwards, the average base Index was 306.33 (with base 1982=100)

How 306.33 was arrived?

To calculate the DA in Fifth pay commission, the 12 Month Average of AICPIN for the year 1995 was taken. The 12 months AICPIN Average of 1995 was 306.33

2. From 2006 onwards, the Avarage Base Index is 115.76 (with Base 2001 = 100)

How 115.76 was arrived…?

The Government has developed a new series with base 2001, with effect from January 2006. Back data series with base 2001 can be generated using linking factor 4.63

So the AICPIN Average of 2005 (with base 1982=100) i.e 536 had to be modified using linking factor 4.63 to adopt the new series in DA calculation. Thus the Base Index Number 115.76 was arrived

3. For 7th Pay Commission what will be the Base Index…?

As the 7th Pay commission recommendations will be implemented with effect from 1.1.2016, the AICPIN average of 2005 will be the Base Index for calculation of DA for 7th Pay Commission

So formula for Calculation of DA in 7th Pay Commission is

12 Months AICPIN Average - 261.4
-------------------------------- X 100 = (D.A.) Percentage of Increase
              261.4

Accordingly, the following Calculator will calculate the Sixth CPC and 7th CPC Expected DA from July 2016.

OFFICE MEMORANDUM

Subject: Implementation of the recommendations of the 7th Central Pay Commission — fixation of pay and payment of arrears – instructions – regarding.

The undersigned is directed to refer to the Government of India, Ministry of Finance, Department of Expenditure’s Resolution No. 1-2/2016-IC dated 25.07.2016, bringing out the decisions of the Government on the recommendations of the 7th Central Pay Commission as well as the consequent promulgation of the Central Civil Services (Revised Pay) Rules, 2016, notified vide G.S.R No. 721(E) dated 25th July, 2016 regarding fixation of pay in the revised pay structure effective from 01.01.2016 and to say the provisions governing such fixation of pay have been clearly enunciated in the said Rules.

2. Accordingly, in pursuance of the CCS (RP) Rules, 2016, appropriate necessary action to fix the pay of the employees covered thereunder in the revised pay structure needs to be carried out forthwith in accordance with the provisions contained therein. In order to facilitate a smooth and systematic fixation of pay, a proforma for the purpose (Statement of Fixation of Pay) is enclosed at Annexure. The statement of fixation of pay in revised pay structure as per CCS (RP) Rules, 2016 be prepared in triplicate and one copy thereof be placed in the Service Book of the employee concerned and another copy made available to the concerned accounting authorities [Chief Controller of Accounts/Controller of Accounts/Accounts Officer] for post-check.

3. The revised pay structure effective from 01.01.2016 includes the Dearness Allowance of 125% sanctioned from 01.01.2016 in the pre-revised pay structure. Thus, Dearness Allowance in the revised pay structure shall be zero from 01.01.2016. The rate and the date of effect of the first installment of Dearness Allowance in the revised pay structure shall be as per the orders to be issued in this behalf in future.

4. The decision on the revised rates and the date of effect of all Allowances (other than Dearness Allowance), based on the recommendations of the 7th Central Pay Commission shall be notified subsequently and separately. Until then, all such Allowances shall continue to be reckoned and paid at the existing rates under the terms and conditions prevailing in the pre-revised pay structure as if the existing pay structure has not been revised under the CCS (RP) Rules, 2016 issued on 25.07.2016

5. The contributions under the Central Government Employees Group Insurance Scheme (CGEGIS) shall continue to be applicable under the existing rates until further orders.

6. The existing system on interest free advances for medical treatment, Travelling Allowance for family of deceased, Travelling Allowance on tour or transfer and Leave Travel Concession shall continue as hitherto.

7. The arrears as accruing on account of revised pay consequent upon fixation of pay under CCS (RP) Rules, 2016 with effect from 01.01.2016 shall be paid in cash in one installment along with the payment of salary for the month of August, 2016, after making necessary adjustment on account of GPF and NPS, as applicable, in view of the revised pay. DDOs/PAOs shall ensure that action is taken simultaneously in regard to Government’s contribution towards enhanced subscription.

8. With a view to expediting the authorization and disbursement of arrears, it has been decided that the arrear claims may be paid without pre-check of the fixation of pay in the revised scales of pay. However, the facilities to disburse arrears without pre-check of fixation of pay will not be available in respect of those Government servants who have relinquished service on account of dismissal, resignation, discharge, retirement etc. after the date of implementation of the Pay Commission’s recommendations but before the preparation and drawl of the arrears claims, as well as in respect of those employees who had expired prior to exercising their option for the drawal of pay in the revised scales.

9. The requirement of pre-check of pay fixation having been dispensed with, it is not unlikely that the arrears due in some cases may be computed incorrectly leading to overpayments that might have to be recovered subsequently. Therefore, the Drawing & Disbursing Officers should make it clear to the employees under their administrative control, while disbursing the arrears; that the payments are being made subject to adjustment from amounts that may be due to them subsequently should any discrepancies be noticed later. For this purpose, an undertaking as prescribed as per a “Form of Option” under Rule 6(2) of the
CCS(RP) Rules, 2016 shall be obtained in writing from every employee at the time of exercising option under Rule 6(1) thereof.

10. In authorizing the arrears, Income Tax as due may also be deducted and credited to Government in accordance with the instructions on the subject.

11. On receipt of the necessary options, action for drawal and disbursement of arrears should be completed immediately.
