Expected 7th Pay Fitment Table for Pay Scale Rs. 9300-34800 & Rs. 5500-7600 for Maharashtra State Employee.

The pay matrix comprises two dimensions. It has a “horizontal range” in which each level corresponds to a ‘functional role in the hierarchy’ and has been assigned the numbers. The “vertical range” for each level denotes ‘pay progression’ within that level. These indicate the steps of annual financial progression of three percent within each level. The starting point of the matrix is the minimum pay which has been arrived based on 15th ILC norms or the Aykroyd formula. This has already been explained in Chapter.

On recruitment, an employee joins at a particular level and progresses within the level as per the vertical range. The movement is usually on an annual basis, based on annual increments till the time of their next promotion.

When the employee receives a promotion or a non-functional financial upgrade, he/she progresses one level ahead on the horizontal range.


Expected Pay Fixation in the New Pay Structure i.e. 7th Pay Commission for Maharashtra State Employees

The fitment of each employee in the new pay matrix is proposed to be done by multiplying his/her basic pay on the date of implementation by a factor of 2.57. The figure so arrived at is to be located in the new pay matrix, in the level that corresponds to the employee’s grade pay on the date of implementation, except in cases where the Commission has recommended a change in the existing grade pay. If the identical figure is not available in the given level, the next higher figure closest to it would be the new pay of the concerned employee. A couple of examples are detailed below to make the process amply clear.

The pay in the new pay matrix is to be fixed in the following manner:
Step 1: Identify Basic Pay (Pay in the pay band plus Grade Pay) drawn by an employee as on the date of implementation. This figure is ‘A’.

Step 2: Multiply ‘A’ with 2.57, round-off to the nearest rupee, and obtain result ‘B’.

Step 3: The figure so arrived at, i.e., ‘B’ or the next higher figure closest to it in the Level assigned to his/her grade pay, will be the new pay in the new pay matrix. In case the value of ‘B’ is less than the starting pay of the Level, then the pay will be equal to the starting pay of that level.

The Commission notes that certain inherent contradictions prevail. The first relates to the Common Grade Level Examination (CGLE) through which selections are carried out by the SSC for a range of positions, at varying levels of grade pay. No doubt the examination process is a graded one, with applicants for certain positions having to undergo two written examinations as well as an interview and for certain other positions only two written examinations. But in the case of Assistants for CSS and Assistants for certain other organisations, the examination process is common although the grade pay for the two sets are different. This then brings about a situation where those with lower grade pay continuously demand parity with the others while those with higher grade pay seek to set themselves apart. The categorical observations of the VI CPC that the time had come to grant parity between similarly placed personnel employed in the field offices and in the Secretariat are echoed by this Commission, which sees merit in placing all Assistants recruited through the CGLE, whether working in the field offices or in headquarters, at the same level.

The Commission accordingly strongly recommends parity in pay between the field staff and headquarter staff up to the rank of Assistants on two grounds- firstly the field staff are recruited through the same examination and they follow the same rigour as the Assistants of CSS and secondly there is no difference in the nature of functions discharged by both. Therefore to bring in parity as envisaged by the VI CPC, this Commission recommends bringing the level of Assistants of CSS at par with those in the field offices who are presently drawing GP 4200. Accordingly, in the new pay matrix the Assistants of both Headquarters as well as field will come to lie in Level 6 in the pay matrix corresponding to pre revised GP 4200 and pay fixed accordingly. Similarly the corresponding posts in the Stenographers cadre will also follow similar pay parity between field and headquarter staff. The pay of those Assistants/Stenographer who have in the past, been given higher Grade pay would be protected.

New Pay Structure

Although the VI CPC had mentioned that grade pay would be equivalent to 40 percent of the maximum of the pre-revised scale and that the grade pay will constitute the actual fitment, yet the computation varied greatly. After the implementation of recommendations, the difference became more pronounced in Pay Band 4 as compared to the other three pay bands. This resulted in varying fitment factors for various levels and promotional benefits that were perceived to be rather differentiated. The same pattern was discernible in the pension fixation too.

After analysing the issues brought out by various stakeholders, this Commission is suggesting a new pay model that is expected to not only address the existing problems but will also establish a rationalised system which is transparent and simple to use.

To begin with, the system of Pay Bands and Grade Pay has been dispensed with and the new functional levels being proposed have been arrived at by merging the grade pay with the pay in the pay band. All of the existing levels have been subsumed in the new structure; no new level has been introduced nor has any existing level been dispensed with.

The pay structures in vogue, by way of pay scales or pay bands, indicate the definite boundaries within which the pay of an individual could lie. It is however difficult to ascertain the exact pay of an individual at any given point of time. Further, the way the pay progression would fan out over a period of time was also not evident. Since various cadres are designed differently the relative pay progression also varies. The Commission believes that any new entrant to a service would wish to be able to make a reasonable and informed assessment of how his/her career path would traverse and how the emoluments will progress alongside. The new pay structure has been devised in the form of a pay matrix to provide complete transparency regarding pay progression.


HRA hikes upto 157 percent in July Salary of 7th Pay Commission - Government

This is expected to benefit 7.5 lakh central government employees working in low-ranking jobs.

Central government employees are set to see a hike in their salaries after the Union Cabinet last week approved the reformed allowance structure under Seventh Central Pay Commission. This will happen despite House Rent Allowance (HRA) rates being lowered under the pay panel.

The pay panel led by Justice AK Mathur had recommended HRA to be paid at 24 per cent, 16 per cent and 8 per cent of the basic pay for X, Y, and Z cities, as opposed to 30 per cent, 20 per cent and 10 per cent for the same, as stipulated by the preceding Pay Commission. Considering the recent inflation trends, these rates will be raised to 27 per cent, 18 per cent and 9 per cent when Dearness Allowance (DA) crosses 25 per cent. It will be hiked again to 30 per cent, 20 per cent and 10 per cent when the DA goes over 50 per cent.

Considering how the lowered HRA rates will be bothersome for employees in the lower salary brackets, the amount to be paid under HRA will never be lower than Rs 5,400, Rs 3,600 and Rs 1,800 for X, Y, and Z cities respectively. These numbers were reached by calculating HRA at 30 per cent, 20 per cent and 10 per cent of the minimum basic pay, which is Rs 18,000.

For a Class X city, HRA at 30 per cent of the previous basic pay, that was Rs 7,000, added Rs 2,100 to the pay check. On the other hand, HRA under 7th Pay Commission in a similar city will not go under Rs 5,400. This amounts to a 157 per cent increase in HRA awards than what was being paid earlier. This is expected to benefit 7.5 lakh central government employees working Level 1-3 jobs.

For higher positions, Cabinet Secretary and corresponding officials posted in Class X will be paid Rs 60,000 as HRA, against Rs 27,000 paid earlier, after their basic pay goes up to 2.5 lakhs on recommendations of 7th Pay Commission. This will be a 122 per cent hike.

The changes in allowances will be apparent in July salaries of central government employees after the Cabinet decision approving them is notified in the Official Gazette. The government is planning to do this within this week so that the employees can get the benefits from July itself.

The Cabinet approved the pay and pension recommendations under 7th Pay Commission back in August, 2016 but held back its decision on allowances. The reason behind this was the extensive changes recommended by the pay panel and dissent of central government employees over many of these changes.

Apart from the decline in HRA, the 7th Pay Commission had also suggested 52 allowances to be scraped and 36 other to be subsumed with other allowances. The Cabinet retained 12 allowances out of the ones recommended for abolition. Three of the allowances meant to be subsumed will also be maintained as separate entities due to their unique nature.

The Cabinet formed a Committee on Allowances under Finance Secretary Ashok Lavas who submitted his report in April this year. The report was then sent to Empowered Committee of Secretaries (E-CoS) for review and to consolidate recommendations by Lavasa Committee into proposals for the Cabinet.

Once through with it, the Empowered Committee handed over its proposals to Finance Minister Arun Jaitley on June 1. These proposals were presented and approved before the Cabinet on June 28.

Revision of Pay Scales Amendment - 7th Pay CPC

OFFICE MEMORANDUM

Sub: Seventh Central Pay Commission’s recommendations — revision of pay scales — amendment of Service Rules/Recruitment Rules.

The undersigned is directed to refer to this Department’s OM of even number dated 9th August, 2016 regarding amendment of Service Rules/Recruitment Rules by replacing the existing Pay Band and Grade Pay with the corresponding Level in the Pay Matrix in the revised pay structure recommended by the Seventh CPC and notified in the CCS(Revised Pay) Rules, 2016.

2. Subsequently, this Department held meetings in October/November, 2016 with the administrative Ministries/Departments to review the progress in the implementation of the OM. An important suggestion made in the meetings was with respect to facilitating the process of consultation with the Legislative Department for drafting notification for amendment of RRs in accordance with OM dated 9th August, 2016 and its Hindi translation so as to expedite the issue of notification. In this regard, this Department in consultation with Legislative Department has prepared a model notification in English and Hindi for use of the Administrative Ministries/Departments. These are annexed at Annexure I and Annexure II.

3. Another issue which came up in the meeting is with respect to retention of standard Note under Co1.11 incorporated in the Schedule of the RRs regarding the regulation of service rendered prior to implementation of 6 thCPC, in those cases where the issue of upgradation/merger of the posts were involved. The relevant Note reads as follows:

“Note: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1.1.2006/the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Commission. ”  and/or

“Note: For purposes of appointment on deputation/ absorption basis, the service rendered on a regular basis by an officer prior to 1.1.2006/the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement grade without any upgradation.”

4. After the implementation of 7 th CPC, there are only a few cases of merger/upgradation of pay scale. It has been decided in consultation with UPSC that in cases where merger/ upgradation of pay are not involved in the recommendations of the 7 thCPC, the Note as referred above is not to be prescribed in the RRs/SRs. The guidelines in this regard have also been separately issued. The model notification includes a provision for deletion of the Note.

5. The Ministries/Departments are requested to finalise draft notification for amendment of the SRs/RRs in line with the model notification and thereafter, refer the same to the Legislative Department for vetting. The Legislative Department may dispose of references received from the Ministries/Departments within two weeks. Any amendment which is beyond the scope of the model rules will be finalized in usual process i.e. consultation with DoPT, UPSC and Legislative Department.

6. This Department is monitoring the implementation of the OM dated 09.08.2016. All Ministries / Departments are therefore requested to furnish information as per Annexure-III at the earliest.

Subject: – Seventh Central Pay Commission’s recommendations – amendment of Service Rules/Recruitment Rules.

The undersigned is directed to refer to this Departments OM No.AB.14017/61/2008-Estt.(RR) dated 24/03/2009 regarding amendment of Service Rules/ Recruitment Rules in pursuance of Sixth Pay Commission’s recommendations. The revised pay structure recommended by 6th CPC and approved by the Government included a number of ‘merged grades’ with a common Pay Band and Grade Pay.

2. In order to regulate the service rendered in the pre-revised scale where there have been merger of more than one grade into one with a single grade pay, it was advised that a Note to the following effect may be inserted under relevant columns in the Schedule of RRs and under relevant provisions in Service Rules.

“Note: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1.1.2006/the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Commission. For purposes of appointment on deputation/ absorption basis, the service rendered on a regular basis by an officer prior to 1.1.2006/the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement grade without any upgradation.”

3. It has been observed that after implementation of 7th CPC there are only a few cases of merger/upgradation of pay scale. However in cases where merger/ upgradation of pay is recommended in the 7th CPC and the same has been accepted, there is a need to provide a Note on similar lines as above with relevant changes i.e. the date 1.1.2006 needs to be replaced with 1.1.2016 and “6th CPC” is to be replaced with “7th CPC”. In other cases the Note as referred above need not to be prescribed in the RRs/SRs where no merger/ upgradation are involved as per 7th CPC recommendations.

Revised 7th Pay Committee - 2017 Established for Maharashtra State All Employee.

The Central Government has recommended 7th Pay commission and issued the order to implement the revised 7th Pay to Central Government Employee w.e.f. 01.01.2016.  The revised 7th Pay are recommended for Government and other eligible Employees of Maharashtra State.

State Government has passed the order to established a committee for revised 7th Pay for all Maharashtra State employee to vast study regarding implementation of 7th Pay.  The State Revised 7th Pay committee - 2017 members are as under:

Subject: Grant of Transport Allowance at double the normal to deaf and dumb employees of Central Government

In suppression of this Department O.M.No.21(2)/2011-E-II(B) dated 19.02.2014 regarding admissibility of Transport Allowance at double the normal rates to employees who are deaf and dumb. the undersigned is directed to say that the matter has been re-examined and it has been decided with the approval of Competent Authority that Transport Allowance at double the normal rates is admissible to Hearing Impaired employees also in addition to employees who are both deaf and dumb.

2. Transport Allowance at double normal rates would be admissible to the ‘Hearing Impaired employees having loss of sixty decibels or more in the better ear in the conversation range of frequencies’ as per Persons With Disabilities (Equal Opportunities, Protection of Rights and Fun Participation) Act, 1995.

3. The admissibility of Transport Allowance at double the normal rates to above categories of employees is subject to recommendation of the Head of ENT Department of a Government Civil Hospital and fulfillment of other conditions applicable in respect of other disabilities mentioned in D/o Expenditure’s O.M. No. 19029/1/78-E-lV (B) dated 31st August, 1978 read with dated 29.08.2008.

4. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, this order issues in consultation with the Comptroller And Auditor General of India.

5. These orders would be effective from 19.02.2014.

Service Tax Benefits upto Rs. 2000 on payment by Debit and Credit Cards - Govt.

Govt. to waive off service tax on debit and credit card transactions up to Rs 2000

Government will waive service tax on debit and credit card transactions of up to Rs 2,000 in a bid to promote digital transactions amid cash crunch following withdrawal of old Rs 500 and 1,000 banknotes.

The government has decided to "exempt services by an acquiring bank to any person in relation to settlement of an amount up to Rs 2,000 in a single transaction through credit, debit card or other payment card service", sources said.

A notification to this effect will be tabled by Finance Minister Arun Jaitley in Parliament.

Following demonetisation of old high value notes, there has been a cash crunch in the country as people have been making a beeline for banks and ATMs to withdraw new currency.

The government has been taking steps to promote cashless or digital transactions to take India towards a less-cash economy.

Recently, the government asked banks to install additional 10 lakh PoS terminals by March 31 in different parts of the country.

The service tax notification of June 2012 will be amended to include exemption on credit and debit cards, the sources added.

As of now, services provided by organisations such as United Nations and other international bodies are exempt from tax.

A range of other services provided by arbitral tribunals, testing of newly developed drugs, educational institutions, trade unions, general insurance business and sports bodies, among others, too are exempt from the levy.

All Allowances will paid to CG Employees from January-2017 by the Government - 7th CPC

Central government employees will get higher allowances under the 7th Pay Commission recommendations with their January salary, said Finance Ministry sources. The government is planning to pay high allowances under the 7th Pay Commission recommendations from January 2017, however no final decision has been taken over arrears. The demonetisation drive that has led to a massive cash shortage has also delayed the payment of higher allowance under the 7th Pay Commission recommendations.The government hopes that situation will return to normal after December 30 and it will be able to pay higher allowances to its 4.8 million employees.

According to a report of the Sen Times, the Finance Ministry has confirmed that central government employees’ salaries for January will be in line with the higher allowances. The cabinet will take the final call over the payment of arrears, said the report. The central government employees have been waiting for fatter allowance since July when the notification for the implementation of the 7th Pay Commission recommendations was issued. While the Centre is planning to pay higher allowances with retrospective effect from August 2016, central government employees’ unions have demanded for implementation of the allowances with retrospective effect from January 2016.

“This depends on the cabinet. If the cabinet gives the nod higher allowances with retrospective effect from August 2016, the arrears will be paid,” a Finance Ministry source was quoted as saying. “The government faces severe attack for cash crunch because of demonetisation. But the situation will return to normalcy after the deadline of December 30 for deposit of invalid Rs 500 and Rs 1,000 notes,” he added.

The 7th pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances, which was opposed by the central government employees’ unions. Union Finance Minister Arun Jaitley formed the ‘Committee on Allowances’ on July 22 for examination of the recommendations of 7th Pay Commission on allowances other than dearness allowance. The committee is ready with its report and will soon submit to the Finance Ministry. Interest Rate Reduced by 0.10 Percent on PPF and KVP In 3rd Quarter.

3rd Quarter Interest Reduced on Long Term Saving Schemes

The interest rates of Public Provident Fund (PPF), Kisan Vikas Patra (KVP), Senior Citizens Savings Scheme, 2004, and Sukanya Samriddhi Account (the Girl Child Scheme) were reduced by 0.10 percentage point for the quarter 01.10.2016 to 31.12.2016, and not 0.10 percentage per annum.

The reduction in the rates of interest by 0.10 percentage point was necessitated by a significant fall in the yields on Government Securities of comparable maturities.


This was stated by Shri Arjun Ram Meghwal, Minister of State in the Ministry of Finance in written reply to a question in Rajya Sabha today.

7th Pay Commission Arrears to All India Services of Maharashtra Employee.

Maharashtra Government has passed Resolution yesterday regarding Payment of arrears to officers of All India Services of Maharashtra Cadre as per recommendation of 7th pay commission.  

Those Central Government Employee who are services in Maharashtra State their payment of arrears are pending with Maharashtra Government from 01.01.2016 to 30.09.2016. As per Resolution No. BhaPraSe 1116/Pra.Kra.175/2016/9-A Dated 27th October, 2016 are released by One Installment to all Employee.

Today Dearness Allowance may approve 2% from July-2016 by Central Government.

Today the Central Government Union Cabinet Committee may approve Dearness Allowance for Central Government Employees and Pensioners due from July 2016, those who implemented 7th Pay Commission because the Union Cabinet Meeting is today.

As per the recommendations of 7th Central Pay Commission on Dearness Allowance formula, Central Government is all set to declare 2% Dearness allowance and Dearness relief to be w.e.f. July 1, 2016.

July-2016 - Dearness Allowance of 7th Pay not announced yet?

As you Know Central Government implemented 7th Pay to near about all Central Government Employee from July, 2016 with arrears w.e.f. 01-01-2016.  But on the contrary all the Central Government Employees shocked why there is so much delay in announcing the Dearness Allow. from July 2016 because 3 months passed today but the first installment of Dearness Allowance in 7th CPC yet not declared.

As per calculation of Dearness Allow. formula Whether it is 3% or 2%. We all well known that Dearness Allowance announcement should be made in time. The morale of the employee should not be let down. Because low morale can lead to poor cooperation, low productivity.

Already the fate of the Allowances is not known. To Everyone’s Surprise, the Government is not ready to say anything about Dearness Allowance, as there is none to ask them about why the DA has not been announced. If the Federation know the reason for the delay of announcing the DA from July 2016, they bound to tell the CG Staffs the reason behind the inordinate delay.

In this matter all the Federation and Unions are in silence mode about Dearness Allowance of July-2016 of 7th Pay.  This issue is not understandable. The way the present Government deal with the issues related to central government Employees is unacceptable. But it seems that the Staff Associations lost its vigour to fight with the Government to settle the genuine issues pertaining to Central Government Employees.
