Expected 7th Pay Fitment Table for Pay Scale Rs. 9300-34800 & Rs. 5500-7600 for Maharashtra State Employee.

The pay matrix comprises two dimensions. It has a “horizontal range” in which each level corresponds to a ‘functional role in the hierarchy’ and has been assigned the numbers. The “vertical range” for each level denotes ‘pay progression’ within that level. These indicate the steps of annual financial progression of three percent within each level. The starting point of the matrix is the minimum pay which has been arrived based on 15th ILC norms or the Aykroyd formula. This has already been explained in Chapter.

On recruitment, an employee joins at a particular level and progresses within the level as per the vertical range. The movement is usually on an annual basis, based on annual increments till the time of their next promotion.

When the employee receives a promotion or a non-functional financial upgrade, he/she progresses one level ahead on the horizontal range.


Expected Pay Fixation in the New Pay Structure i.e. 7th Pay Commission for Maharashtra State Employees

The fitment of each employee in the new pay matrix is proposed to be done by multiplying his/her basic pay on the date of implementation by a factor of 2.57. The figure so arrived at is to be located in the new pay matrix, in the level that corresponds to the employee’s grade pay on the date of implementation, except in cases where the Commission has recommended a change in the existing grade pay. If the identical figure is not available in the given level, the next higher figure closest to it would be the new pay of the concerned employee. A couple of examples are detailed below to make the process amply clear.

The pay in the new pay matrix is to be fixed in the following manner:
Step 1: Identify Basic Pay (Pay in the pay band plus Grade Pay) drawn by an employee as on the date of implementation. This figure is ‘A’.

Step 2: Multiply ‘A’ with 2.57, round-off to the nearest rupee, and obtain result ‘B’.

Step 3: The figure so arrived at, i.e., ‘B’ or the next higher figure closest to it in the Level assigned to his/her grade pay, will be the new pay in the new pay matrix. In case the value of ‘B’ is less than the starting pay of the Level, then the pay will be equal to the starting pay of that level.


7th Pay Commission HRA not less than Rs. 5400, Rs. 3600 and Rs. 1800 for X, Y and Z category cities respectively

In a bonanza to 48 lakh central government employees, the Union Cabinet on Tuesday approved recommendations of 7th Central Pay Commission with 34 modifications which will impose an additional annual burden of Rs 30,748 crore on the exchequer.

The increased allowances, which comes into effect from July 1, 2017, is based on the recommendations of the Committee on Allowances (CoA).

The allowances as recommended by the 7th Central Pay Commission would have cost the exchequer Rs 29,300 crore. The modified allowances approved by the Union Cabinet headed by Prime Minister Narendra Modi will increase the burden by Rs 1,448 crore to Rs 30,748 crore per annum.

Briefing the media after the Cabinet meeting, Finance Minister Arun Jaitley said the modifications are based on suggestions made by the CoA in its report submitted to the Finance Minister on April 27, and the Empowered Committee of Secretaries set up to screen the recommendations of the 7th Pay Commission.

The 7th Pay Commission suggested abolition of 53 allowances. Of these, the government decided not to do away with 12 allowances, he said.

This will benefit over one lakh employees belonging to specific categories in railways, posts, defence and scientific departments.

The modifications approved on Tuesday were finalised by the Empowered Committee of Secretaries based on the recommendations of the CoA, he said.

“The CoA had undertaken extensive stakeholder consultations before finalising its recommendations. It had interacted with Joint Consultative Machinery (staff side) and representatives from various staff associations. Most of the modifications are on account of continuing requirement of some of the existing arrangements, administrative exigencies and to further the rationalisation of the allowances structure,” he said.

Sharing details, Mr. Jaitley said the Pay Commission had recommended reduction in the HRA rates to 24 % for X, 16% for Y and 8 % for Z category of cities.

“As the HRA at the reduced rates may not be sufficient for employees falling in lower pay bracket, it has been decided that HRA will not be less than Rs. 5400, Rs. 3600 and Rs. 1800 for X, Y and Z category of cities respectively.

“This floor rate has been calculated at 30 %, 20 % and 10 % of the minimum pay of Rs 18,000. This will benefit more than 7.5 lakh 1 to 3 levels of employees,” he said.

House Rent Allowance (HRA) is currently paid at 30 % for X (population of 50 lakh and above), 20 per cent for Y (5 to 50 lakh) and 10 % for Z (below 5 lakh) category of cities.

With regard to defence forces, he said ration allowances will be directly credited to their accounts.

Talking about Siachen allowance, he said level 9 and above will get Rs 42,500 as compared to Rs 31,500 recommended by Pay Commission. For level 8 and below it would be Rs 30,000 against Rs 21,000 recommended by the Pay Commission.

“Additional allowances has been restructured, the government has doubled medical allowance for pensioners to Rs 1,000. However, the Pay Commission had recommended Rs 500 as medical allowance for pensioners,” he said.

Talking about dress allowance, he said various types of allowances are paid at present for provisioning and maintenance of uniforms/outfits such as Washing Allowance, Uniform Allowance, Kit Maintenance Allowance and Outfit Allowance.

These have been rationalised and subsumed in newly proposed Dress Allowance to be paid annually in four slabs — Rs 5,000, Rs 10,000, Rs 15,000 and Rs 20,000 for various category of employees, he said.

“This allowance will continue to be paid to nurses on a monthly basis in view of high maintenance and hygiene requirements.

“Government has decided to pay higher rate of Dress Allowance to SPG personnel keeping in view the existing rates of Uniform Allowance paid to them (which is higher than the rates recommended by the 7th CPC) as also their specific requirements,” he said.

The rates for specific clothing for different categories of employees will be governed separately, he said.

Allowance granted to CRPF personnel deployed in Naxal-hit areas will be governed by the Risk and Hardship Matrix, he said, adding the rates will go up from Rs 8,400 to 16,800 per month to Rs 17,300 to 25,000 per month.

HRA hikes upto 157 percent in July Salary of 7th Pay Commission - Government

7th Pay Commission: HRA increases up to 157 percent for central govt employees in July salary

This is expected to benefit 7.5 lakh central government employees working in low-ranking jobs.

Central government employees are set to see a hike in their salaries after the Union Cabinet last week approved the reformed allowance structure under Seventh Central Pay Commission. This will happen despite House Rent Allowance (HRA) rates being lowered under the pay panel.

The pay panel led by Justice AK Mathur had recommended HRA to be paid at 24 per cent, 16 per cent and 8 per cent of the basic pay for X, Y, and Z cities, as opposed to 30 per cent, 20 per cent and 10 per cent for the same, as stipulated by the preceding Pay Commission. Considering the recent inflation trends, these rates will be raised to 27 per cent, 18 per cent and 9 per cent when Dearness Allowance (DA) crosses 25 per cent. It will be hiked again to 30 per cent, 20 per cent and 10 per cent when the DA goes over 50 per cent.

Considering how the lowered HRA rates will be bothersome for employees in the lower salary brackets, the amount to be paid under HRA will never be lower than Rs 5,400, Rs 3,600 and Rs 1,800 for X, Y, and Z cities respectively. These numbers were reached by calculating HRA at 30 per cent, 20 per cent and 10 per cent of the minimum basic pay, which is Rs 18,000.

For a Class X city, HRA at 30 per cent of the previous basic pay, that was Rs 7,000, added Rs 2,100 to the pay check. On the other hand, HRA under 7th Pay Commission in a similar city will not go under Rs 5,400. This amounts to a 157 per cent increase in HRA awards than what was being paid earlier. This is expected to benefit 7.5 lakh central government employees working Level 1-3 jobs.

For higher positions, Cabinet Secretary and corresponding officials posted in Class X will be paid Rs 60,000 as HRA, against Rs 27,000 paid earlier, after their basic pay goes up to 2.5 lakhs on recommendations of 7th Pay Commission. This will be a 122 per cent hike.

The changes in allowances will be apparent in July salaries of central government employees after the Cabinet decision approving them is notified in the Official Gazette. The government is planning to do this within this week so that the employees can get the benefits from July itself.

The Cabinet approved the pay and pension recommendations under 7th Pay Commission back in August, 2016 but held back its decision on allowances. The reason behind this was the extensive changes recommended by the pay panel and dissent of central government employees over many of these changes.

Apart from the decline in HRA, the 7th Pay Commission had also suggested 52 allowances to be scraped and 36 other to be subsumed with other allowances. The Cabinet retained 12 allowances out of the ones recommended for abolition. Three of the allowances meant to be subsumed will also be maintained as separate entities due to their unique nature.

The Cabinet formed a Committee on Allowances under Finance Secretary Ashok Lavas who submitted his report in April this year. The report was then sent to Empowered Committee of Secretaries (E-CoS) for review and to consolidate recommendations by Lavasa Committee into proposals for the Cabinet.

Once through with it, the Empowered Committee handed over its proposals to Finance Minister Arun Jaitley on June 1. These proposals were presented and approved before the Cabinet on June 28.

OFFICE MEMORANDUM

Sub: Seventh Central Pay Commission’s recommendations — revision of pay scales — amendment of Service Rules/Recruitment Rules.

The undersigned is directed to refer to this Department’s OM of even number dated 9th August, 2016 regarding amendment of Service Rules/Recruitment Rules by replacing the existing Pay Band and Grade Pay with the corresponding Level in the Pay Matrix in the revised pay structure recommended by the Seventh CPC and notified in the CCS(Revised Pay) Rules, 2016.

2. Subsequently, this Department held meetings in October/November, 2016 with the administrative Ministries/Departments to review the progress in the implementation of the OM. An important suggestion made in the meetings was with respect to facilitating the process of consultation with the Legislative Department for drafting notification for amendment of RRs in accordance with OM dated 9th August, 2016 and its Hindi translation so as to expedite the issue of notification. In this regard, this Department in consultation with Legislative Department has prepared a model notification in English and Hindi for use of the Administrative Ministries/Departments. These are annexed at Annexure I and Annexure II.

3. Another issue which came up in the meeting is with respect to retention of standard Note under Co1.11 incorporated in the Schedule of the RRs regarding the regulation of service rendered prior to implementation of 6 thCPC, in those cases where the issue of upgradation/merger of the posts were involved. The relevant Note reads as follows:

“Note: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1.1.2006/the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Commission. ”  and/or

“Note: For purposes of appointment on deputation/ absorption basis, the service rendered on a regular basis by an officer prior to 1.1.2006/the date from which the revised pay structure based on the 6th CPC recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay/pay scale, and where this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement grade without any upgradation.”

4. After the implementation of 7 th CPC, there are only a few cases of merger/upgradation of pay scale. It has been decided in consultation with UPSC that in cases where merger/ upgradation of pay are not involved in the recommendations of the 7 thCPC, the Note as referred above is not to be prescribed in the RRs/SRs. The guidelines in this regard have also been separately issued. The model notification includes a provision for deletion of the Note.

5. The Ministries/Departments are requested to finalise draft notification for amendment of the SRs/RRs in line with the model notification and thereafter, refer the same to the Legislative Department for vetting. The Legislative Department may dispose of references received from the Ministries/Departments within two weeks. Any amendment which is beyond the scope of the model rules will be finalized in usual process i.e. consultation with DoPT, UPSC and Legislative Department.

6. This Department is monitoring the implementation of the OM dated 09.08.2016. All Ministries / Departments are therefore requested to furnish information as per Annexure-III at the earliest.

Revised 7th Pay Committee - 2017 Established for Maharashtra State All Employee.

The Central Government has recommended 7th Pay commission and issued the order to implement the revised 7th Pay to Central Government Employee w.e.f. 01.01.2016.  The revised 7th Pay are recommended for Government and other eligible Employees of Maharashtra State.

State Government has passed the order to established a committee for revised 7th Pay for all Maharashtra State employee to vast study regarding implementation of 7th Pay.  The State Revised 7th Pay committee - 2017 members are as under:

All Allowances will paid to CG Employees from January-2017 by the Government - 7th CPC

Central government employees will get higher allowances under the 7th Pay Commission recommendations with their January salary, said Finance Ministry sources. The government is planning to pay high allowances under the 7th Pay Commission recommendations from January 2017, however no final decision has been taken over arrears. The demonetisation drive that has led to a massive cash shortage has also delayed the payment of higher allowance under the 7th Pay Commission recommendations.The government hopes that situation will return to normal after December 30 and it will be able to pay higher allowances to its 4.8 million employees.

According to a report of the Sen Times, the Finance Ministry has confirmed that central government employees’ salaries for January will be in line with the higher allowances. The cabinet will take the final call over the payment of arrears, said the report. The central government employees have been waiting for fatter allowance since July when the notification for the implementation of the 7th Pay Commission recommendations was issued. While the Centre is planning to pay higher allowances with retrospective effect from August 2016, central government employees’ unions have demanded for implementation of the allowances with retrospective effect from January 2016.

“This depends on the cabinet. If the cabinet gives the nod higher allowances with retrospective effect from August 2016, the arrears will be paid,” a Finance Ministry source was quoted as saying. “The government faces severe attack for cash crunch because of demonetisation. But the situation will return to normalcy after the deadline of December 30 for deposit of invalid Rs 500 and Rs 1,000 notes,” he added.

The 7th pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances, which was opposed by the central government employees’ unions. Union Finance Minister Arun Jaitley formed the ‘Committee on Allowances’ on July 22 for examination of the recommendations of 7th Pay Commission on allowances other than dearness allowance. The committee is ready with its report and will soon submit to the Finance Ministry. Earlier we reported that the government has decided to stick to the recommendations of the 7th Pay Commission on basic pay and there will no no hike in basic pay or fatter allowances.

7th Pay H.R.A. Proposal for Central Government Employee

Sources said that the Allowance Committee Meeting has finalized a proposal on HRA. It will be finalized in the Meeting held on 25th October 2016. It is said that the proposed Meeting under the Chairmanship of DOPT Secretary (P) with the Secretary Staff Side, NC (JCM) is to firm up the view on various allowances pertaining to Department of Personnel & Training.

This Meeting is conducted as per the decision of Allowance Committee Meeting held on 1-9-2016. The meeting to finalize the allowances pertaining to DOPT has been scheduled to be held on 25th October 2016.

The Reliable Sources said that the Official Side are in the view of increasing HRA by 1 Stage to reach 30% , 20% and 10% .

The pay Commission recommended HRA at the rates initially from 24%, 16%, and 8 % and whenever DA reaches 50% it will be increased to 27%, 18% and 9% and Finally after DA reaches 100% the HRA will be revised to 30% , 20% and 10% for X,Y and Z cities respectively.

The NCJCM has demanded in its Memorandum submitted to the 7th Pay Commission that 60%, 40% and 20% HRA to be recommended for X,Y and Z cities.

The Pay Commission totally ignored this demand and recommended reduction of rates from Sixth CPC. Since it is Co related with DA , it will be increased after two stages to 30%, 20% and 10% after DA reaches 50% and 100%.

The sources said that now it is proposed to start the HRA rates initially from 27%, 18% and 9% and after DA reaches 50% the House Rent Allowance will be revised to 30%, 20% and 10% for X,Y and Z cities respectively.
