A subscriber who has already drawn or may draw in future an advance under-rule 65 for any of the purposes specified in clause (a) and (c) of sub-rule (1) of the rule 67 may convert by written request addressed to the Director of Education (Higher Education) through the Registrar/Principal or Administrative Officer (HEG) of that concerned Region the balance outstanding against it into a final withdrawal on his satisfying the conditions laid down in rules 65 and 68.
