AIDEF demanding Central Government to constitute 7th CPC soon.

As an important decision taken in the national convention of All India Defence Employees Federation (AIDEF) held in Pune, memorandum was submitted to the Cabinet secretary through the chief of Southern Naval Command, media sources said.

The AIDEF Federation and the union of Cochin Naval Base Civilian Workers has demanded through their memorandum that the 7th CPC should be appointed soon and also demanded that 50% of Dearness allowance should be merged with basic pay.

Media report said that to clear the anomalies of 6th Central Pay Commission, withdrawing New Pension Scheme and PFRDA Bill, raising the ceiling of Bonus, relaxation children education allowance from Income Tax, Cash less health scheme to all Central Govt Employees and removing the unscientific clauses in appointment of dependents are some important demands has been raised by the union of Cochin Naval Base Civilian Workers in their memorandum.

REVISED PAY STRUCTURE OF MEDICAL OFFICER
Maharashtra Government has issued a resolution on 29th May, 2013 for revised pay structur of Medical Officer in Commissionorate of Employee state insurance scheme vide G.R.No. Vepur/1212/Pra.Kra./20/Sudharna-5/Seva-9.  Before this resolutions Medical Officer is in  Pay Structur 9300-34800 Pay grade Rs. 5400 and after this resolution revised pay structure 15600-39100 with Grade Pay 5400 w.e.f. 04.11.2009.

Subject: Grant of one increment in pre-revised pay scale - OM dated 19.3.2012 - clarification regarding.

The undersigned is directed to invite a reference to this Ministry’s Office Memorandum of even no. dated 19.3.2012 which provides that those Central Government employees who were due to get their annual increment between February to June during 2006, may be granted one increment as on 1.1.2006 in the pre-revised pay scale as a one time measure and, thereafter, will get the next increment in the revised pay structure on 1.7.2006.

2. As per this Ministry’s OM No. F. No. 1/1/2008-IC dated 30th August, 2008. fitment tables have been prescribed in Annexure-1 thereto, specifying the stages of revised pay in the revised pay band with reference to each stage of pre-revised pay in various pre-revised pay scales. As per the fitment tables, the stage of revised pay in the pay band has been mentioned at the same stage in respect of two consecutive pre-revised stages of pay in cases of certain pre-revised scales.

3. This Ministry has been receiving references as to whether in cases where the fitment table provides for the same revised stage in case of two consecutive pre-revised stages in a particular pre-revised scale of pay, the benefit of bunching is admissible after grant of one increment in the pre-revised pay scale by virtue of this Ministry’s OM dated 19.3.2012.

4. The matter has been considered and it is clarified that Fitment Table contained in the aforesaid OM dated 30.8.2008 is to he strictly followed for fixation of pay in the revised structure without any deviation.

5. In cases where the stages of fixation of pay in the revised pay band as per fitment table contained in the aforesaid OM dated 30.8.2008 provides for the same revised stage in the Pay Band with reference to two consecutive stages of pre-revised pay in the corresponding pre-revised scales, then in such cases due to application of this Ministry's OM dated 19.3.2012, there will be no change in the revised pay as on 1.1.2006, if the revised stage with reference to the pre-revised pay after accounting for one increment in the pre-revised scale does not undergo any change as per the Fitment Table. It is also clarified that no further bunching will be allowed in such cases and no re-fixation of pay will be admissible in the revised pay as on 1.1.2006.

7th Pay Commission Projected Pay Scale

People may think that the babus again started to make voice over pay revision and next pay commission or 7th Pay commission. There is a saying that “The crying baby gets the milk”. The need makes the man to act.

One should try to understand the fact that being a government servant one can witness a considerable pay hike at least twice or thrice of his/her entire service period. Because, other than promotion, only the pay commission recommendation will give them considerable pay hike. But it takes place once in ten years. Now a days a government employee can render service 20 or 30 years only due to non availability of employment opportunity in government service below the age of 25. So there is no need to be get annoyed by hearing the voice for seventh pay commission from central government employees. Because constituting next pay commission is for nothing but to review the salary of the govt. servants with the current economical condition of the country.

How the pay of a govt. employee had been fixed at the beginning of the Independence India.

Till now there are six pay commission had been constituted to review and recommend pay structure of central government employees.

All the six pay commissions have taken many aspects into consideration to prescribe the pay structure for government servants.

In the first pay commission the concept of ‘living wage’ was adopted.

In second pay commission it had been reiterated that the pay structure and working condition to be crafted in a way so as to ensure the effective functioning of government mechanism.

The third pay commission adopted the concept of ‘need based wage’

The Fourth CPC had recommended the government to constitute permanent machinery to undertake periodical review of pay and allowances of Central Government employees, but which got never implemented.

In Fifth pay commission all federations demanded that the pay scale should be at par with the public sector. But the pay commission didn’t accept this and told that the demand for parity with the Public Sector was however difficult to concede as it felt that the Job content and condition of service in the government and pulic sector not necessarily the same. There were essential differences between the two sectors.

The Sixth Central Pay Commission, claimed that it had not only tried to evolve a proper pay package for the Government employees but also to make recommendations rationalizing the governmental structure with a view to improve the delivery mechanisms for providing better services to the common man

What about seventh pay commission?

Generally every pay commission, before recommending a pay structure, it used to analyze all the aspects including the economic situation of the country, financial resources of the government, comparison with the public sector, private sector and state government pay structure etc. So it is very much clear that Pay Determination is very complicated and sensitive task. Without any doubt every one accepts that this is very challenging task too. In order to determine the new pay structure the pay commission has to go through voluminous data consisting current economic condition, strength of the work force and working condition etc. In the meantime, if one tries to suggest or comment about 7thy pay commission pay scale or about what the seventh pay commission pay scale would be, it will not get much importance.

But when we come across all the recommendations of six pay commissions, we observed an interesting factor which is common to all the pay commission recommendations, particularly in the matter of percentage of increase in the pay. Average 3 times increase in the pay was recommended by each pay commission and it was accepted by government and implemented. Obviously it is simple thing, we can say it a mathematical coincidence that we have in common in all previous pay commission, but we cannot neglect this. Because it was there, every time it is noticed that the revised pay was approximately three times higher than its pre revised pay. Apart from all the factors which has been used to determine the pay revision, we can use this simple formula ‘common multiplying factor’ to know the 7th pay commission pay scale . If next pay commission prefer to continue the same running pay band and grade pay system for seventh pay commission also, the pay structure may be like the following projected figures given below, using common multiplying factor ‘3’. The Following is only the projected figure using common multiplying factor ‘3’

Computer Programmer sanctioned Grade Pay Rs. 4400 by Maharashtra Government

Maharashtra Government has been sanctioned Grade Pay for the Post of Computer Programmer who are working under Directorate of Vocation and Training Department by Government Resolution dated 3rd September, 2012. Before this Resolution the Grade Pay for Computer Programmer in Maharasthra is 4300 and Revised Pay Scale Rs. 9300 - 34800 and now as per this resolution Computer Programmer in Maharashtra deserves Grade Pay 4400. This Grade Pay is applicable to Computer Programmer w.e.f. 30th September, 2006 not from 01.01.2006 as implemented in 6th Pay Commission.

Know your Date of Increment in Revised Pay Scale

(i) The revised scales of pay and revised rates of Dearness Allowance under this scheme
shall be effective from 1.01.2006 and the non-compounded advance increments / special
allowances as applicable shall take effect from 1.09.2008.
(ii) Pay in the revised pay structure is payable in cash from 1st day of April 2009. The
80% of the amount of arrears admissible for the period from 1st day of January 2006 to
31st March 2009 will be paid in cash on receipt of the grants from Government of India. The
remaining 20% amount will be credited to Provident Fund as per the procedure adopted for
the State Government Employees.
(iii)The amount of arrears admissible shall be the net amount –
(a) after deduction of arrears of Profession Tax payable on revised amount of pay,
(b) after deducting increased amount of license fee payable on revised pay in respect
of occupying Government quarter,
(c) after adjusting the amount of advance sanctioned vide Government Resolution,
Finance Department No. RPS-1208/CR-72/SER-9 dated6th October 2008.
(d) after adjusting the amount, where subscription to the Provident Fund already made
falls short of the minimum prescribed in the Provident Fund rules on the basis of
pay fixed in the revised pay structure.
(e) after deducting the appropriate Income Tax.
(f) after adjustment of Government dues, if any payable for the period from 1.1.2006
to 31.03.2009.
